The Board is seeking the services of a qualified professional consultant to conduct an analysis and report on the financial and social impacts of the award-winning Kingston Transit High School Bus Pass Program, created in collaboration with the City of Kingston. The assessment will include the impacts on the students, their families, school boards, public transit, and the environment. The Board is seeking to secure a consultant with experience in analytical and advisory services, as well as experience in both cost-benefit analysis (CBA) and cost-effectiveness analysis (CEA), to measure the true value and impact of the program. The consultant will develop economic models to interpret the results and inform the development of similar programs in other communities in Ontario
